My understanding is that there is a delay between the time a Governor officially declares a disaster and the time it's posted on the fema.gov site. And that the latency was unsatisfactory for the real time, reaction nature of the functions needing to be performed internally after a disaster has been declared.

Can't you just use the FEMA disaster deceleration site? <a href="http://www.fema.gov/news/disasters.fema" rel="nofollow">http://www.fema.gov/news/disasters.fema</a>
